Mandate
The Electoral Commission (EC) of Ghana is one of the governance institutions provided under the 1992 constitution.The Commission was established by the Electoral Commission Act (Act 451) of 1993.
It was set up purposely to manage the conduct of all public elections and Referenda, to handle all matters directly related to the conduct of elections in the country.
To achieve this mandate, the EC engages a lot of Ghanaians on temporary (part-time) basis.
What Are the Available Jobs At The Electoral Commission?

- Ensuring that Notice of Election, Notice of Nomination and Notice of Poll are posted in all electoral areas in the district.
- Receiving and processing nomination forms from Deputy Returning Officers (Special Duties ) in the electoral areas and units under their areas of operation.
- Recruiting, training, and supervising the work of Deputy Returning Officers (Special Duties), Presiding Officers and Polling Assistants under the supervision of the District Electoral Officer.
- Making security arrangements for the poll.
- Certifying Letters of Appointment of candidate agents.
- Providing all necessary election materials to the Presiding Officers.
- Ensuring the retrieval of ballot boxes and election materials from the Polling Stations.
- Resolving disagreements over rejected ballot papers.
- Submitting election results and related documents to the District Electoral Officer.
Registration Supervisor
- Train Registration Officers under the supervision of the District Electoral Officer.
- Distribute all materials needed for the registration exercise to Registration Officers.
- Make daily visits to Registration Centres in the District.
- Ensure that the Registration Centres do not run out of materials during the period of the exercise.
- Ensure that prescribed Registration procedures are followed.
- Collect all Registration forms and other lists, used and unused forms and other materials from the Registration Officers and hand them over to the District Electoral Officer, at the end of the exercise.
Registration Officer
- Receives access rights to the kit from the EC IT Technician.
- Ensures that the Registration Centre is properly set up for free flow of applicants within the Centre.
- Responsible for initial consumables supply and re-supplies: reports shortage of such items and ensure adequate supply during the period of registration.
- Takes charge of the Registration Centre and all materials, equipment, and documents at the Centre.
- Checks the identity and qualification of the applicant (proof of Identity/eligibility).
- Completes the Registration Form 1A and assists the applicant to thumbprint or sign it.
- Transfers the completed application form to the Data Entry Clerk.
- Ensures the issuance of photo laminated cards to registered voters.
- Ensures that all eligible applicants who present themselves to be registered are served.
- Maintains discipline and order at the registration centre and resolves all issues that may crop up.
- Ensures that voters who intend to challenge an applicant or who decide to report an irregularity get the chance to do so.
- In case of any malfunction or breakdown of the kit, he/she calls in the Regional/HQ Technician to assist in solving the problem.
- Ensure the materials, equipment and official documents received from the field are kept safely until they are transferred to the Regional Office.
Exhibition Officer
- Train Exhibition Officers under the supervision of the District Electoral Officer.
- Distribute all materials needed for the exhibition exercise to Exhibition Officers.
- Ensure that the Exhibition Centres do not run out of materials during the period of the exercise.
Presiding Officer
- Setting up the Polling Station.
- Taking proper custody of the Biometric Verification Device (BVD), ballot boxes, ballot papers and all other materials required for the conduct of the poll.
- Supervising the work of Polling Assistants and promptly resolving any problems they encounter.
- Explaining decisions taken on any matter pertaining to the election to a Candidate /Polling Agent.
- Maintaining order at the Polling Station.
- Undertaking thorough counting of the votes cast.
- Publicly announcing the results of the election at the Polling Station.
- Conveying ballot boxes and other election materials to the Returning Officer after the poll.
Registration Assistant
- Captures the required biographic and biometric information into the computer and prints out the Captured Voter Information Forms 1C.
- Produces a daily list of registered voters at the registration centre for display.
- Searches or edits applicant’s records when authorized to do so by the Registration Officer.
- Performs the accounting tasks at the end of each day (printing of activity reports).
- Detaches and laminates the voter ID cards for applicants.
- Applies indelible ink to the left little finger of the registered voter.
- Hands over laminated voter ID card to prospective voter and advises him/her to handle the card with care to present it for voting.
Data Entry Clerk

Polling Assistant
- Checks details of voter in the Voters Register against the ID card, uses the Biometric Verification Device to scan the QR code of the Voter, and scans the fingerprints of voters on the fingerprint scanner.
- The Verification Officer will be responsible for cleaning the fingerprint scanner of the device before and after use by a voter.
- Upon verification by the BVD, Assistant (2) will then draw vertical lines across the Voter’s QR code (disabled the code) and also destroy 3 of the QR code serial number to indicate that the Voter has been verified.
- Verifies voters manually Where both finger print and facial recognition verification fail.
- Detach the ballot paper from the counterfoil and stamp the overleaf with the Polling Station's validating stamp. (stamp the right top corner of the back of the ballot paper)
- Instruct the voter to first fold the ballot paper vertically and then horizontally to ensure not make a mark on (that a thumb print does not spill over) to another candidate's row.
- Direct the voter to the voting screen to thumb print ballot paper after which he/she refolds it and puts it into the Presidential/Parliamentry ballot box.
- Searches for the name of the Voter on the Name Reference List and if it is not found, direct the voter to the Presiding Officer for assistance. If the name is on the NRL, the Verification Officer will communicate to the VO, the page number and column on the main Voters Register.
